I have no objection to anyone's blessing anyone else, but I do object when someone in non valid Holy Orders postures as an Archbishop and his posturing is accepted and even encouraged by a Pope.
And part of a planned, public and official occasion, organised by the Holy See; and the photograph documenting the lie being sent around the world. The camera operator would have been there at the request of the Holy See, and subject to its control. If the Pope did not want this to go around the world, the staff could have ensured the relevant photographs or video were not published. The only rational explanation is that the Pope deliberately requested the Anglican bishop to bless him as part of the official, public ceremony.
